Each browser would be free to offer it's own UI, but I could imagine surfacing the content in several ways. The browser could construct something similar to UC browser's offline videos page:

It could also surface content in the NTP as you suggested. It could also auto complete video titles from the URL bar.

A UC-style list of offline videos could be done in Chrome right now and similarly Chrome currently has enough information to surface every URL that satisfied the A2HS requirements. Would it be worth adding these features to Chrome first to see if they're useful before adding a more sophisticated system?

I'm not sure that the better system would be very much more useful, especially since every PWA can itself list the URLs that work offline (within their own interface).
