I think what you're asking for is an "import" where the image is loaded into the window as if it were just generated. Then, all of the usual tools are available.

As a workaround, you can load an image in (drag & drop, if you have the plugin for it), and run with a very low prompt-strength, so that you get back pretty much what you started with. Or, since you're already doing a generate (with img2img), turn on the "upscaler" slider and do your upscale, if you want one of the 2x or 4x upscale options. You don't have to use the overlay button for the 2x or 4x upscale. (However, if you want to use the img2img Scale Up plugin, you do need to have the overlay menu.)

As another alternative (which is really a better option for pre-existing images), you can use an external program, such as Upscayl or Cupscale.
