#56 turns off the parallel. I have had to kill all jobs on Jenkins to unblock everything. Once I merge #56 the active PRs will all be rebuilt merged to the current head so that should resolve the issue without needing contributors to rebase.

Deadlock issues resolved. If/when someone tries to revisit this hopefully they will know more that I did and enable the parallel in a way that can't deadlock. Alternative really is just use github actions.
