Reopening:

Diagnostic 1) raised if both value and urlPatterns are specified on the same @WebServlet annotation:
"It is illegal to have both value and urlPatterns attribute used together on the same annotation." see https://jakarta.ee/specifications/servlet/5.0/jakarta-servlet-spec-5.0.html#webservlet

Diagnostic 2) raised if @WebServlet is empty, ie. @WebServlet()/@WebServlet or if the annotation contains other parameters but not a urlPattern:
"The annotated servlet MUST specify at least one url pattern to be deployed", see https://jakarta.ee/specifications/servlet/5.0/jakarta-servlet-spec-5.0.html#webservlet
