Long discussions both here and offline about this - field missing in UVCI spec if we support all 3 options and implementers prefer just one choice.

Resolution:

• Issuance: Choice of which option is devolved to member state. Member state is free to choose one of the options 1, 2 or 3 from Annex 2. No specifics here in DGC at EU level.
• Verification: Verifier application passes * full * certificate id field to name resolver (arpa).
