I'll assume you're asking about the complete source code for the remastered collection. Unfortunately, that is not available. EA has made some parts of the code open-source, but not all of it.
The things you can change is AI behaviour and parameters of units, structures, abilities. Basically, the DLL's are open-source and they're a collection of code that the game hooks into, but the main game code is not accessible.
Otherwise, people could change the matchmaking, unlock all achievements, edit the game completely.
