You need to use the function sendMessage using the byte column of http://apps.timwhitlock.info/emoji/tables/unicode as text.
For instance
$content = array('chat_id' => $chat_id, 'text' => "Welcome to CowBot \xF0\x9F\x90\xAE");
$telegram->sendMessage($content);
from telegrambotphp.
