Does this make any sense, though? Shouldn't handle be about the concept of handling? With the above it seems implied that handle is about function creation. Something doesn't really sit well with me here. Handle should be addressing the issue of hooking up a handling function to a type of event. This handling function has all the usual means of attaching meta data and I'm not sure it really needs a brand new one specifically for being bound to event handling.
