Are you using custom ratios or are you using custom resolutions? I've noticed something like that before (not quite as clearly visible as on that screenshot, but like a band at the bottom about that thick, when I've played around with custom resolutions, although now it works fine for some reasons... I find that setting setting much higher width and just using half screen res for cyberpunk2077 works wonders for performance and looks on rtx 3080 ..... I set it to 1920x1350 or something like that to give it more height data, even though my screen is a 4k tv with normal 16:9 proportions, works great but at some custom resolutions that are too odd i get a single line of pixels (i think 9 pixels) that seem like random noise.
But the thing that resembles the picture is not that. Have you used dlss swapper to swap out to latest dlss, because i'm not getting this problem anymore. It could have something to do with some of the screen effects like chromatic abberation which i used to have turned on but no longer have, or maybe bloom, which i disabled in an .ini file because i thought the bloom in the game was very distracting, because i used to get something like this after fiddling around with dlsstweak, but no longer get it.
