I've had the same problem, using the 0.5 download on some webspace I bought.
The only way to get it to find postgres_fe.h was to modify the include
statement in dbd/postgresql to include the path as well:
#include <pgsql/server/postgres_fe.h>
Having done this, it compiles and works fine.

For what it's worth, this was fixed in revision 8d7ad667f956, by stripping out
the include for postgres_fe.h. It's not necessary for remote clients; including
libpq_fe.h is enough.
