Dockerfile installs luarocks from apt-get and gets an old version (2.0.9) as it's using ubuntu 14.04. Luarocks 2.0.9 default repo URL uses http://, causing the error. Since 2.2.0 Luarocks uses https:// for default repo, so that it immediately falls back to curl or wget if luasocket is installed but luasec isn't yet. Using ubuntu 16.04 in the image or manually installing a recent version of Luarocks should fix this.
