Exclude erts from tar file if include_erts is false about relx

No. Currently I don't switch the argument to systools:make_tar based on if include_erts is true or false.

hmmm, ok. and its not taring from the local release rights? In assembling the release include_erts is respected (at least it used to be).

In assembling the release it is respected. And it is taring from the local release. But just because there isn't an erts directory under _rel doesn't mean systools doesn't know where erts is.
