When we build a released tar file it includes apps that haven't changed in this release because (I guess) the tar should support being extracted and running instead of just being used as an upgrade.

It would be nice to have an option to create a "upgrade tar" that only includes the actually changed apps so we can ship it faster to all our nodes.

Ah, an 'upgrade tar' is an interesting idea. I'm not opposed to the idea if it is only based on what the relup contains :).
