Consistent date formats about crowdsource-reporter

Date fields are displayed at 3 places in the app - issue details panel, geoform, web map info panel.

In case of Issue details panel and geoform the date fields are formatted using date format mentioned in the layer popup config.

However in case of webmap info panel, the date format setting is not available in webmap info. We could have used date format from layer popup config, but date format in layer popup config for multiple layers might differ. Hence we have not used date format from layer popup config for formatting the dates in the webmap info panel.

Please suggest.

• use popup formatting for geoform and displaying item details
• use local date format for map info dates
