We have not hardcoded the organization URL. It is just a default value for the org URL in default.js.
When the app is hosted within AGOL, the Organization URL is resolved by the boilerplate and overrides the default value specified in default.js.
Please confirm if you want us to change this value from 'localgovdev.mapsdevext.arcgis.com' to 'arcgis.com' or any other value.

When the app is hosted in AGOL this value is not being overridden. In order to access this app in any other org (using the code hosted in devext), I had to first change the text to 'arcgis.com'.
Please change this value to arcgis.com, and verify that, if values in this file are supposed to be ignored when the app is hosted in AGOL, that the app is set up correctly to do so.

I have removed the org URL from the default.js file.
As discussed, this value should be left as arcgis.com to match documentation for this file.
