To change ThreadPriorityPolicy level, you need to execute the start script with a user owning root permissions.
Just adding sudo in front of your java startup line should be enough.

I'm starting the server with a web-panel, and the user that owns and starts the files of the server is non root

I didn't wanted to do it but ok... is an important thing -XX:ThreadPriorityPolicy=1 for performance?

If you don't want to give this user permissions, go ahead. It increases thread priorities to the CPU, you'll have a slightly small difference.
Then you can safely ignore the warning.

A server should never run with root permissions, this is a big security risk.
