I don't know if it's a viable solution but I implement 404 page in the Page.vue component directly this way :

mounted () {
    if (!this.page(this.$route.params.pageSlug)) {
      this.$router.push({ name: 'PageNotFound' })
    }
}

And on my router/index.js :

     path: "/404",
     name: "PageNotFound",
     component: PageNotFound
 },
