Thanks for finding this. Can you try the same thing with the Ruby client and see how it behaves?

In the ruby client, if you are standing inside the python/bob directory and submit bob.py, the file gets submitted.

You should now be able to submit from wherever in the latest release: https://github.com/msgehard/go-exercism/releases/tag/v1.0.1
