Support Docker builds about osio-pipeline

build resources: resources, strategy: [type: docker, file: ".Dockerfile"]

Pipeline could have a strategy like below:

  ci {

    def resources = processTemplate(params: [
          release_version: "1.0.${env.BUILD_NUMBER}"
    ])

    def strategy = processTemplate(params: [
          type: docker,
          dockerfile: "./Dockerfile"
    ])

    build resources: resources, strategy: strategy

Buildah/podman are better solution atm because they support most of the docker semantics including multistage (containers/buildah#495) which isn't even supported by default docker available in fedora/rhel/centos.

We would need another slave image which has podman for building images.
