What is the state (and future) of this project?
I'm not from the Buck team but this is also available: https://github.com/facebook/buck2

That graph just shows when most development moved over to the dev branch (#2401). For the dev branch, contributions tapered off much slower. But yeah, at this point development has pretty much completely moved over to buck2. You can learn more about buck2 in the announcement post or at https://buck2.build/.
