S&box is rendering correctly now. I haven't downloaded anything in the graphics drivers. I installed Realtek drivers trying to fix another problem, but I don't think it was the fix.
I don't know how it isn't broken, but it isn't.

I'm going to re open this issue. After installing Sbox to different drive, the issue has reappeared. All the same setting remain, and the install and all drivers are as up to date as AMD is about to update.
The only clue that I have is that the Popout Window on the preview for Cameras is not affected by this lighting bug.
Above you can see the skybox color being different.
The bug returns both in sbox and dev.
