Wouldn't a jQuery Masonry type approach work even in this extreme case: http://masonry.desandro.com/

It's definitely related.

My main concern is having some way to configure/style widgets that is separate from the widget to make it easy to update widgets or sync them across different machines.

Like a style block in an optional, separate config file that overrides the widget's own.

The idea with the stylesheet is not bad. It could also be used to tweak the appearance of a widget, instead of modifying the widget itself. That way you could just use git to check out a widget repo and keep it up to date.

Not sure if you are aware, but I there is a drag and drop branch that basically works, but ends up being quite complex with a large surface for bugs (the complication being: keeping the power of relative positioning and still being able to drag and drop). This could be a very simple and robust alternative, although not as user friendly.

Automatic widget positioning through jQuery Masonry or something similar (probably easy to do for you) and an elegant way to include a script tag are the two most important features AFAIK.
