Yes, that's to spec. NewDark needs its installed folders to be 30 characters or less. From modders_notes.txt:

"This is nothing new, it has always been this way but it may not have been known or widely enough known.
All filenames and directory names for files used by Dark must be 30 characters or less (excluding extension).
FMs/mods containing files or directories with longer names may have worked, but they may as well only appeared
to have worked and causing not immediately noticeable problems under the hood. While there some exceptions for
certain types of files, it wouldn't be helpful or wise to go into what those are, instead the rule should simply
be to NEVER use names longer than 30 characters."

Thief 3 has no such issue so AngelLoader will not truncate installed folder names for Thief 3, but if it imports an FM set that already has truncated Thief 3 installed folder names it will just go ahead and use those. Also various characters are replaced with underscores as part of the installed folder name conversion too, FMSel and NewDarkLoader also do this.

Also if you have two FM archives that are longer than 30 chars but are identical up to the 30 char mark such that truncating them would result in them having the same truncated name, they're disambiguated by having their last few characters replaced with a number in brackets. So like if you had:

wickedwebs_final_update_plus_dml.7z
and
wickedwebs_final_update_plus_dml_v1.1.7z

Their installed folders would end up like:
wickedwebs_final_update_plus_d
wickedwebs_final_update_plu(1)

This is what FMSel does too.
