Files in `/var/lib/tg-torrent-bot/current-downloads` aren't removed

They just stash up there. Files in /var/lib/tg-torrent-bot/current-downloads must be writable by tg-torrent-bot group and then user will have to do: ``` sudo usermod -a -G tg-torrent-bot debian-transmission ```

Download completion event can be send from bash to bot (using curl). Then the bot will remove the file himself.
