The ConsensusFaultPenalty function takes in block reward for the whole epoch (E*BR), divides by E (5) to get just BR and multiplies by 5 to get 5*BR.

BR is a single block reward not a total epoch reward.

BR is usually the expected block reward for a sector over a 24hr period, not the reward for a single block.
