Make a Fee Multiplier voting tool. about fio

I would suggest breaking this up into two phases. First, build a tool that collects data and delivers pricing information. Second, if there is demand for it, build the functionality to sign and submit the transactions to update the ratios and multipliers. There are issues with handling private keys (tie into keosd or another wallet?) and we should confirm with BPs their process for consuming pricing data and taking action before spending too much time on the transaction functionality.

One part of 'Guidelines' that'd be good to encourage is the use of a dedicated permission to call these actions. BPs shouldn't be using a key within the script that if compromised could cause damage to their account or the network.

Hey BPs! I created a basic tool for you guys to compute the multiplier ratio using the bitmax api inside of a vue bootstrap environment. I'm interested in hearing thoughts, suggestions, and really hoping to pass this off to someone to expand and add value to BPs.
