[ENHANCEMENT] Can we get a UTC time fix built in.

### Description of the enhancement Windows for some stupid reason uses local time where as everything else used UTC. So when duel booting with Linux the time will always be wrong in windows. Fix is a registry command, but many users are not comfortable running these commands. Can we get this added to the awesome WinScripts please? `reg add "HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\TimeZoneInformation" /v RealTimeIsUniversal /t REG_DWORD /d 1 /f` Could even share a new version back with Linus Tech Tips to get them to promote WinScripts. https://www.youtube.com/watch?v=36oL-7C_qR4 ### Is your feature request related to a problem?
