The problem seems to be related to running this on Linux. We had some custom code I thought was irrelevant for this, but that trusted IsAbsoluteUrl() in the base generator. Calling this on Linux with an URL like "/hello/world" will return true, and the absoluteUri that you receive will return "file:///hello/world" if you use .ToString() on it. But, how you handle this method in the standard setup does not seem to cause this issue. Still, could be good to have a look at that method at some point to ensure it behaves constantly across platforms.
