Easy: because they're constantly misunderstood and mis-taught. They need to be properly taught, and that's one of the main goals of this book series: find what's not covered well or is usually misunderstood, and provide clarity.
It also helps to reinforce the ideas of how lexical scope works, to talk about these two mechanisms that modify (aka, "cheat") it, and how they do so.
