For MIME types, "text" is treated as a type rather than a format. In python, these terms have been muddled between v2 and v3, but the six library created a convention that "text" refers to a sequence of characters (i.e. a unicode sequence), and "string" refers to a sequence of bytes, which may encode text. That usage of "string" probably emerged from the C kingdom, where strings are sequences of bytes.

Not sure exactly what naming convention we should adopt, but we should probably document what we mean with this type one way or the other.
