Is it “by design”? Are there any architectural decisions preventing straightforward implementation of this feature?

It isn't "by design", this feature was just not implemented because we do need it. By "we" I mean my employer where git-as-svn was initially created.
I don't see any technical reasons why this could not be implemented, though this is definitely not going to be an easy walk.
In order to make this work, we would need:
- A new implementation of GitPusher that would push to remote repo. Possibly GitPushNative can be extended with this functionality
- Teach GitLabMapping (and other mapping types) to mirror repos from remote server (possibly via some kind of
git clone --mirror. - Teach GitBranch.loadRevisions to do
git fetch - Possibly something else that I didn't think of.
