What about something like this in the post-receive hook:

tempfile=$(mktemp)
cat >$tempfile
git-commit-notifier "$git_notifier_config" <$tempfile &
# $tempfile is already open by git-commit-notifier so it's safe to delete now
rm -f $tempfile

Obviously don't expect a message if something goes wrong, so you may want to redirect the command's stdout/stderr to some file too.

And I haven't actually tested this, but if anything still hang on push you can try using setsid and redirecting outputs to some file or /dev/null, ex (notice there's no need for & with setsid):

setsid git-commit-notifier "$git_notifier_config" <$tempfile >/dev/null 2>&1
