Is there any reason you cannot use cabal
as recommended in the README for this purpose?
Have you tried reporting the libressl incompatibility to https://github.com/vshabanov/HsOpenSSL/issues ? I'd expect them be open to patches that would improve compatibility with openssl forks
from irc-core.
OpenSSL bindings are the safest and most complete way to make TLS connections in a Haskell program.
I don't recommend trying to build with stack.

If libressl is missing symbols provided by openssl you'll need to build against OpenSSL instead. Alternatively you could work with HsOpenSSL to support libressl
from irc-core.
Ah, I see.
HsOpenSSL already has some libressl support when I checked, but I guess it is not comprehensive/hacked together currently. I will file a bug against them, and return to this if they ever fix it.
