I had the same error but removing /targetplatform:v4 fixed it for me.

I just downloaded this tool today and tried it out and is giving me a StackOverflowException no matter what I try:
ILRepack.exe /targetplatform:v4 /target:library /out:"C:\foobar.dll" "C:\foo.dll" "C:\bar.dll"
