I apologize for the error, this issue seems to be on my end. I overlooked a certain part of my grammar which caused this shift-reduce conflict.

Okay this is odd to me because then I have the following code that works with no shift-reduce conflict error:

// Bundle up all views of a dclass/module to be imported, into a vector
// of strings, each corresponding to a view suffix. (AI, UD, OV..)
view_suffixes: Vec<String> {
    => vec![],
    view_suffixes[mut vs] ForwardSlash Identifier(s) => {
        vs.push(s);
        vs
    }
}

I think I've found the problem. I know I have other optional productions working, and I figured out its certain tokens that cause the parser to error with a shift-reduce conflict. Not sure why.
