Ensure all fonts have Latin about fonts

Since the Latin script is not the focus of these non-Latin fonts, should
the required glyphs be copied from another font? Are there recommendations
for such placeholder fonts, with licences that would allow that sort of
copying?

The fonts are all OFL, so any OFL font can be used. I'll ask Danh Hong to select the latins to use, and pyftmerge from Behdad's fontTools to merge them

Hind Guntur does not have a Latin. It is a Telugu font only.

If we're not real concerned about matching a Latin to a non-Latin's look and feel, we can script the heck out of this, I bet.

That's a good plan :) however I'm feeling this is more at p2
