Add support for milestones API

I've got a question about code organization. In this spreadsheet milestones are in the issues API section. But according to the API URLs, like /repos/{owner}/{repo}/milestones, for example, I suppose it would be better to place them in the repos API section.

On practice it means I will create repos_milestones.go file instead of issues_milestones.go.

What do you think of it?

I'm not sure if we've run into conflict like this before, but we certainly have followed the API documentation for organization to date, so I'd probably stick with leaving it under issues.
