Thinking more about this - how about if we made it a configurable list, with some sensible defaults? I don't know that the stopword approach will work well here - e.g. "Learn more about foo" is sensible link text. I'm hesitant to even try and come up with supporting heuristics such as length, although perhaps over time we could go in that direction.

By stopword I just mean something we ignore when considering whether a label is meaningful. If it's all stopwords, that's probably not meaningful. Your example with stopwords removed would be "foo", which is not empty, so we assume it's meaningful.

I like the configurability-with-sensible-defaults idea.

@ewinslow Oh right, now I remember what a stopword is :)
I think a combination of those two approaches would be good: a list of stopwords and a blacklist of phrases, both of which are configurable with sensible defaults.
