Wow, took me a few days to stumble on this being the root cause.
To be more precise, I believe AppEngine just 403s any request to the /_ah/ prefix that doesn't have admin privileges set up. So from a browser, /_ah/pipeline/list will work fine, but the task queue items of /_ah/pipeline/run will fail (since as the pipeline documentation states, these prefixes should not be hidden behind login: admin).
Anyways, very much agree with this proposed patch/fix, thanks for doing this and writing it up.
