I suggest you use the individual modules (terraform/gcp to create service account and role - as the service account gets project-wide permissions and the Workload Identity namespace is per project, it doesn't make a lot of sense to have separate service accounts for each cluster - but you could do that), terraform/kubernetes to set up individual clusters).

On a different note, might I suggest distributing the clusters to separate projects if you don't intend to treat them as one boundary. Also, please note that you will need different Terraform scripts/runs per cluster, as you can only configure a single kubernetes provider at a time.
