Hey @ekuefler, thanks for filing. I think this is happening due to an old Docker client version: see here for more details. Can you try updating your local client version and see if this fixes the issue?
There's definitely a latest tag pushed to our repository:
➜ ~ gcloud container images list-tags gcr.io/gcp-runtimes/container-structure-test --limit 100
