Java 20 is not support to running Gradle.
See https://docs.gradle.org/8.2/userguide/compatibility.html

A Java version between 8 and 19 is required to execute Gradle. Java 20 and later versions are not yet supported.

With Java 19 it's the same exact error.

$ JAVA_HOME=/lib/jvm/jdk-19.0.1/ gradle tasks

You're applying the plugin to an project (build.gradle) file. But you have to apply it to an settings.gradle file. Does this help?

I will try to make this more explicit in the docs, seems like a lot of users don't notice this aspect.

I also thought about adding a better error. But I realized that can't be handled in this plugin but rather in gradle/gradle itself..
