How do the current sexp-forward/back functions tell what's an s-expression? Major-mode syntax-table?

racket-mode is derived from Emacs' prog-mode, so it gets the commands defined in lisp.el like forward-sexp, backward-sexp, forward-list, and so on.

Yes, there are quite a few reader literals built-in.

Also people can define their own. It would be good to handle anything of the form #xxx( . . . ).

My guess it that generalizing it to handle any xxx would probably be the easiest part, compared to whatever else is required to implement it.
