It sounds like maybe you're using a quite old version of Racket (like < 5.3), which doesn't have the racket/format
library. What does racket -- version
say for you?
I recommend using the latest Racket (currently 6.1) generally, not just because of racket-mode. Is that something you're willing and able to do?

It was an old version indeed (5.2.1). Again, it's the repository version for Debian Wheezy.
I already had the latest Racket installed, but it was in my home directory under ~/.racket where emacs (and I) couldn't find it.
I've just installed 6.1 in the / directory, had a lot of trouble with things in /usr/share/racket/collects/ being compiled for 5.2.1 instead of 6.1. After renaming about five of the error-throwing directories I've decided to rename the whole collects and reinstall.
So now, finally, racket-mode works!
