Publish to crates about cef-rs

I'm developing it on linux but the intent is to have it work for OSX and (especially) Windows. I do intend to push it to crates at some point, but it needs a bit more work and testing. I'm actually developing it for use at my day job so that process should move forward soon. One problem with publishing it on crates is that the name has been taken so I'll have to sort that out, but it is certainly my intent to have this working with the current release of CEF on crates sooner rather than later (an older incarnation of this works fine for CEF version 88: https://github.com/hamaluik/cef-simple)
