Hi Luke,
Funny! I just came across this question on StackOverflow yesterday, which is basically the same issue. This is an YCbCr JPEG in the standard JIF layout but without JFIF segment. The normal JPEGImageReader treats these as RGB for some reason...
I created a fix for it, but your attached JPEG file is very valuable, as I can use it in the test case (the one in the SO question is > 3 MB). Thanks a lot for reporting! :-)
I'll post an update as soon as I have pushed the fix.
