Create backup tarballs from selected features about hackage-server

Unclear to me why we want this. We can already mirror without any help from the server admins.

Mirroring infrastructure was at first a bit limited, and it seemed like the best way to mirror absolutely everything (packages, tags, preferred versions, deprecations, etc.) was to use partial backup, especially when you don't want to give people the full backup, including things like all users' hashed passwords.

Ok, I think we can scrap this feature request then, since we can do mirroring now.
