*haskell* jumping working directory to parent on exit about haskell-mode

This sounds similar to what I'm (was) experiencing. It seems that inferior-haskell-cabal-of-buf is doing something not quite right. Here's what I've changed:

In old version, first parameter to and would just produce nil, because variable is already set on subsequent reloads, instead of giving actual value.

Let me now if I should issue pull request for this.
