I just spoke to Daan in person at ICFP and he signed off that A) copying his text vertabim is completely ok with him, and that updating and modernizing his text is also completely ok, but it should just be changed so the attribution reads that is based on his document but subsequently modified if this occurs, with a link perhaps back to the original documentation in the wayback machine.

It has not been republished -- the ticket is still open. The link was simply moved to the one available at archive.org: https://web.archive.org/web/20140529211116/http://legacy.cs.uu.nl/daan/download/parsec/parsec.html
It probably would be good if it was modernized and republished as above, but someone would need to do that :-)
