Looks like ~/ros_ws was not in my ROS_PACKAGE_PATH.
pi@raspberrypi:~/ros_ws/ros_arduino_bridge$ env|grep ROS
ROS_ROOT=/opt/ros/groovy/share/ros
ROS_PACKAGE_PATH=/opt/ros/groovy/share:/opt/ros/groovy/stacks
